What does India’s growth story look like when viewed through the jobs it creates?

At the CPPG Policy Insight Series, Prof. Santosh Mehrotra explored this question in his talk, “India Out of Work: Rethinking India’s Growth Story,” examining the gap between rapid economic growth and the creation of formal, productive employment.

The discussion addressed key challenges including stagnating manufacturing, declining real wages, rising educated unemployment and the return of workers to agriculture. With India’s demographic dividend expected to close by 2040, Prof. Mehrotra highlighted the urgency of strengthening education and vocational training, alongside industrial policies that can generate meaningful employment.

The conversation also explored the need for a dedicated policy package for labour-intensive industries and better alignment between urban infrastructure and manufacturing clusters.

By bringing leading policy voices into dialogue with the university community, the series reflects BMU’s approach to Learn by Doing, Partner for Impact—connecting ideas and learning with the real-world challenges shaping India’s future. Ultimately, the discussion shifted the focus from how fast India grows to a more fundamental question: what kind of growth can create productive work and meaningful opportunity?
